Valerie Zuloaga-Haines
Regional Superintendent
Valerie Zuloaga-Haines is committed to giving back to the public system that put her on the path to success. As a teenager, she emigrated from Peru with her family and eventually attended Forest Hill High School. Following her graduation, she attended the University of Central Florida where she earned a Bachelor of Science degree in Elementary Education. She went on to earn a Master’s degree in Educational Leadership from Florida Atlantic University. Mrs. Zuloaga-Haines began her journey as an educator in Palm Beach County, teaching fourth, fifth and sixth grades, in 1992. She served as an assistant principal at the elementary and middle school levels for seven years before becoming a Principal. She led two different elementary schools during her nine years as a Principal. While the instructional leader of Freedom Shores Elementary and Meadow Park Elementary, she led each school to improve their school grade and maintained the “A” grade during her tenure. Under her leadership, Meadow Park Elementary, was recognized as a Title I Exceeding Expectations Award School for two consecutive years. This recognition is awarded annually to schools who demonstrate the ability to close the achievement gap and increase achievement of students in all subgroups. In addition to her school-based leadership experience, Mrs. Zuloaga-Haines also had the opportunity to serve as Area Director for Palm Beach County Schools. Her four years as Area Director gave her the opportunity to guide and support the instructional programs at elementary, middle, and high schools. Mrs. Zuloaga-Haines is committed to providing a world-class education for all students. She believes that all students can reach their highest potential when we focus on high expectations, personalized instruction, and social emotional learning.

Vivian Green
Vivian M. Green
Vivian Morris Green has worked for the School District of Palm Beach County for more than 23 years. She began her career as a 4th-grade teacher at Berkshire Elementary in 1992. Since that time, she has served the District as a leader in several other capacities including ESOL Coordinator, Assistant Principal, Instructional Support Team Leader, Principal, Director of Professional Standards and currently as the Director of School Transformation. Each assignment afforded her an opportunity to learn, lead and empower others to take action towards providing our students a world-class education. With a career that spans more than two decades, there are many things Ms. Green has accomplished that make her proud. She admits there is one accomplishment that stands alone, leading Pahokee Elementary School from a “D” to an “A”. As a lifelong learner, Ms. Green holds the following degrees: a Bachelor of Arts, Elementary Education, Masters of Arts, Teaching and an Educational Specialist, Educational Leadership. She has also continued her professional learning at Harvard’s Graduate School of Education, Columbia University’s Teachers College and The University of Washington’s Center for Educational Leadership. When she is not at work she is involved in her church and enjoys spending time with her family. She has been married to her husband, Gregory for 20 years and they have one daughter, Vicoya.

Dr. Jennifer Sanders
Jennifer Sanders, Ed.D.
Serving in the American public education system for more than twenty years, Dr. Jennifer Sanders passion and life's work has been to be an advocate to help ALL children achieve the best possible education that America has to offer. Her personal quote that describes her "why" and drives decision-making is "Every student deserves the opportunity to be globally competitive." Dr. Sanders has served as a teacher, curriculum specialist, literacy coach, National and State Presenter, assistant principal, adjunct professor principal and district director. In her tenure as principal,she closed the achievement gap twice, leading two low-performing schools to “A” grades. Dr. Sanders has been recognized as an ECTAC Award Winning Principal, Elementary School Principal of the Year and Honorary Member at the National AVID Summer Institute. Dr. Sanders holds a Bachelor's degree from the University of Central Florida and a Master’s and a Doctoral degree from Nova Southeastern University. As part of her personal commitment to global outreach, Dr. Sanders currently supports the Rwandan Education Assistance Program (REAP). Her support focuses on helping to develop and implement data-informed models of education for children attending rural public schools in Rwanda, Africa.

Karen Whetsell

Mrs. Whetsell has been married since 1987 to her husband, Greg (LWHS class of ’78), and has one daughter, Savannah (DSOA class of ’11). They welcomed a new puppy, Kona, into their home in October 2018.
As a native of Palm Beach County, Karen Whetsell has been serving the students of The School District of Palm Beach County for more than 30 years. Starting as a substitute teacher while still in college, she knew she wanted to make a difference by creating strong, supportive learning environments that provided opportunities for all students. Mrs. Whetsell has served as a teacher, curriculum specialist, assistant principal, and principal at all three levels, elementary, middle and high school, as well as the Assistant Superintendent of Teaching & Learning. At the school level, Ms. Whetsell has worked closely with teachers, staff, and students to achieve or maintain the “A” status at every school she has supervised. She has presented locally, and at the State and National Levels. Recognized twice as a finalist for the Florida Council of Instructional Technology Leaders Principal of the Year, she recognizes the importance of technology education and integration.
